NW Harpenden is Green Belt land. National policy says Green Belt can only be developed where there are “very special circumstances”: this is a very strict test which means that the harm to the Green Belt and other harm resulting from the proposed development is clearly outweighed by other considerations.
We strongly disagree that "very special circumstances" exist in this case. The destruction of a large area of agricultural land will cause immense and irrevocable harm to the Green Belt which surrounds the Town. It will change the character of the Town forever and lead to a risk of many more speculative developments on Green Belt being approved. Once one development on Green Belt is approved, it will be more difficult to reject any subsequent applications.
